Mandalas represent the universe in Buddhism and Hinduism. They help in the process of meditation by focusing attention; either drawing or repeteadly contemplating the image of the mandala can function as a meditation. The circles represent wisdom and the repetition of geometric shapes represent the samsara.
Start from the center
To start a mandala first choose a center. If you are new at drawing mandalas, I recommend you to choose the center of the paper, this will allow you to see the paper as your universe, filling it with geometric shapes that expand from the core.

Make equidistant circles around the center
Opposite to Eastern mandalas, Western mandalas have radial symmetry. I recommend, for harmonic and proportion reasons, using a compass and trying to keep the distance between circles consistent.
Repeat the same pattern within the circles
Within the circle try to repeat the same sequence. Think about a simple shape that satisfies you and keep that pattern around the circle. This will give the impression of harmony and symmetry.
Use simple, repeatable forms
Keep it simple. You have to repeat those tiny geometric shapes all around the circle, so don't go for a fancy overproduced shape - you will get tired easily. Find inspiration in simple things like circles, semi-circles or spirals.
Let your intuition and unconciousness guide you
Don't overthink, listen to your intuition and go with it. The process of drawing a mandala should be natural. Don't try to copy or imitate existing mandalas, remember that mandalas represent the universe so each one should be unique and unrepetable.

This is the most important part of the process, meditation is the ultimate goal of drawing so honour it. Look for a comfortable and quiet place and let your imagination and ideas flow freely and use art as a meditation.
Remember that if drawing a mandala seems like a difficult task you can always just observe it. That's why having a mandala not only makes a room more aesthetic but it is a sophisticated form of art, that allows you to meditate and relax made only for thoughtful collectors.
